У Дівичківській громаді відкрився Центр надання адміністративних послуг за підтримки Програми ЄС «U-LEAD з Європою»

14 травня відбулося урочисте відкриття ЦНАП Дівичківської громади, який було створено за допомогою Програми «U-LEAD з Європою». Привітати громаду з відкриттям ЦНАП завітали В'ячеслав Негода, заступник Міністра розвитку громад та територій України, Ксав'є Камю, Керівник відділу програм допомоги «Належне управління та верховенство права» Представництва ЄС в Україні, Луїз Морсінг, заступниця Голови Місії, Перший Секретар Посольства Швеції в Україні, Сусанна Делланс, директор Програми «U-LEAD з Європою» від Sida.

«Ефективне, прозоре та стале надання публічних послуг громадянам та бізнесу є одним із пріоритетів підтримки ЄС Україні. Тому я радий, що в Дівичкивській громаді за підтримки Програми «U-LEAD з Європою», що фінансується ЄС, було відкрито Центр надання адміністративних послуг. Наявність громадської приймальні у ЦНАП, де мешканці можуть зустрічатися та обговорювати місцеві проблеми, а також спілкуватися з владою, сприятиме залученню населення до життя громади. Це зміцнить довіру до місцевої влади та створить позитивне середовище для сильної місцевої демократії», – зазначив Ксав'є Камю, керівник відділу програм зовнішньої допомоги "Належне управління та верховенство права" Представництва ЄС в Україні.

ЦНАП інтегрував максимальну кількість державних та місцевих послуг, які можна отримати у комфортних умовах у сучасному приміщенні. Більше 5 тисяч мешканців громади тепер мають єдиний центр для спілкування з владою.

«Тільки минулого року українці отримали 14 млн послуг у ЦНАП. Ми прагнемо, щоб їх якість перевищувала усі очікування, адже зараз ЦНАП — ключова точка доступу громадян до публічних послуг», — зазначила заступниця Міністра цифрової трансформації Людмила Рабчинська.

135 послуг надають мешканцям та бізнесу 6 працівників ЦНАП, які пройшли навчання від експертів Програми U-LEAD. У ЦНАП облаштована громадська приймальня та місце для отримання відвідувачами електронних послуг.

«Належний ЦНАП - це не лише важлива точка для спілкування мешканців з владою, а й центр прийняття рішень, спрямованих на розвиток громади. Адже децентралізація також означає, що кожен громадянин України бере участь в управлінні місцевими справами своєї громади. У ЦНАП Дівичківської громади створено громадську приймальню, де варто проводити такі обговорення та приймати спільні рішення», – зазначив заступник Міністра розвитку громад та територій В'ячеслав Негода.

Окрім комплексної інституційної допомоги, Програма допомогла громаді облаштувати меблями, технікою та програмним забезпеченням сім робочих місць основного офісу ЦНАП, а також віддалене робоче місце у селі Веселе.

«Добробут кожної української жінки та чоловіка, хлопчика та дівчинки є головною метою підтримки Швецією реформи децентралізації в Україні. І ми раді співпрацювати з Україною у створенні сервісної держави, що має надійні та прозорі установи, яким громадяни довіряють і де життєво важливі рішення, що визначають якість життя, ухвалюються разом з громадянами. Тому ми пишаємося тим, що зробили внесок і є частиною «U-LEAD з Європою» — програми, у якій ми тісно співпрацюємо з громадами для поліпшення якості адміністративних послуг», – додала Луїз Морсінг, Заступниця Голови Місії, Перший Секретар Посольства Швеції в Україні.

Всі працівники ЦНАП пройшли навчання, розроблене експертами Програми «U-LEAD з Європою»: п'ять тематичних модулів щодо ролі органів місцевого самоврядування в обслуговуванні громади, порядку надання окремих груп адмінпослуг, ділової етики, гендерних питань.

Олександр Слюсар, голова Дівичківської громади, зазначив: «Ми пишаємося співпрацею з донорською спільнотою, проєктами Європейського Союзу, які допомагають нашій громаді ставати сильнішою та ефективнішою, покращувати якість життя мешканців. Маємо амбітні плани та впевнені, що ми на правильному шляху».

An Administrative service center opened in Divychky hromada with support by the EU-funded U-LEAD with Europe Programme

On 14 May 2021, an Administrative service center (ASC) established with support by the U-LEAD with Europe Programme, was opened in Divychky hromada. Vyacheslav Nehoda, Deputy Minister for Development of Communities and Territories of Ukraine; Xavier Camus, Head of the Good Governance and Rule of Law Section at the EU Delegation to Ukraine; Louise Morsing, Deputy Head of Mission, First Secretary of the Embassy of Sweden in Ukraine; and Susanna Dellans, Sida Programme Director of U-LEAD with Europe attended the opening ceremony and congratulated the hromada with the new ASC.

Xavier Camus, Head of the Good Governance and Rule of Law Section at the EU Delegation to Ukraine noted: "Effective, transparent and sustainable public service delivery for citizens and businesses constitutes one of priorities of EU support to Ukraine. I am therefore glad that an administrative service centre was opened in the Divychky hromada with the support of the EU-funded U-LEAD with Europe programme. Having a citizen office in the administrative service centre, where residents can meet and discuss local issues as well as communicate with authorities, will facilitate the engagement of the population in the life of the hromada. This will foster trust in the local authorities and create a positive environment for a strong local democracy".

The ASC integrates the maximum number of state and local services that can be received in comfortable conditions in a modern building. More than 5 thousand residents of Divychky hromada now have a single place for communication with public authorities.

"Last year alone, Ukrainians received 14 million services at ASCs. We want the quality of these services to exceed all expectations, because today, an ASC is the key point of access to public services for citizens," Liudmyla Rabchynska, Deputy Minister of Digital Transformation of Ukraine, said.

The ASC's six employees, who underwent training by U-LEAD with Europe experts, provide 135 services to residents and businesses. The ASC has a citizen office and a place where visitors can receive e-services.

"A well-functioning ASC is not only an important point for residents to communicate with the authorities, but also a center for decision-making aimed at hromada development. After all, decentralization also means that every Ukrainian participates in the management of local affairs of their hromada. A citizen office has been set up in the Divychky ASC, where such discussions and joint decisions should be made", Vyacheslav Nehoda, Deputy Minister for Development of Communities and Territories, said.

Besides comprehensive institutional assistance, U-LEAD with Europe helped the hromada furnish seven workplaces at the main ASC office and a remote workplace in Vesele village with furniture, equipment and software.

"The well-being of every Ukrainian woman and man, boy and girl is the main objective for Sweden's support to Ukraine's Decentralisation Reform. And we are happy to cooperate with Ukraine in the creation of a service state, a state that has reliable and transparent institutions that the citizens trust and where vital decisions that determine the quality of life are made close to the citizens. We are therefore proud to contribute to and be a part of U-LEAD with Europe, a programme where we cooperate closely with the hromadas to improve the quality of administrative services", added Louise Morsing, Deputy Head of Mission, First Secretary of the Swedish Embassy in Ukraine.

All employees of the ASC in Divychky passed a training course developed by U-LEAD with Europe experts: five thematic modules concerning the role of local self-government in providing services in the hromada, procedure of delivering certain groups of administrative services, business ethics, gender aspects.

Oleksandr Sliusar, Head of Divychky hromada, said: "We are proud of working with the donor community, with European Union projects that help our hromada become stronger and more efficient, and improve the quality of life of our residents. We have ambitious plans, and we know that we are on the right track."
