The European Union Visitors Programme (EUVP) is an individual visitors' programme, established by the European Parliament and the European Commission in 1974.

What is the EUVP?
 
The European Union Visitors Program (EUVP) invites young, promising leaders from countries outside the European Union to visit Europe to gain a first-hand appreciation of the EU's institutions, policies, values, and people to increase mutual understanding between professionals from non-EU countries and their EU counterparts.
The EUVP is jointly sponsored and administered by the European Parliament and the European Commission. During the previous years an EUVP visit consisted of an individual 5- to 8-day program of meetings with EU officials at the EU institutions in Brussels and/or Strasbourg. All programs were coordinated and arranged by the EUVP Secretariat rather than by individual participants. Travel and per diem costs were covered by the EUVP.
Unfortunately, measures to contain the COVID-19 pandemic, including restrictions on non-essential travel and instructions to staff to work from home and not to hold physical meetings, have profoundly affected the work of the European Institutions. In order to ensure that non-EU citizens continue to gain a better understanding of the European Union through first-hand experience, the EUVP now offers to its participants, as an alternative, the opportunity to take part in virtual visits.  These visits are designed along the same pattern as physical ones and include one-to-one meetings with interlocutors covering your themes of interest, the difference being that they are conducted via video conference.
The virtual format has now become the default format for EUVP visits, since much uncertainty remains as to when the EU Institutions will be able to resume physical visits.  Participation in the virtual visit does not exclude the nominees from taking part in the physical visit later.  However, the EUVP is unable at this stage to define you when this will be.

Who is eligible to participate?
 
Ukrainian citizens with a career-related interest in the EU are invited to apply. Ideal candidates, aged 30-40, are professionals in a field where their EUVP experience will enhance their understanding of the EU and contribute positively to their chosen career path. Basic knowledge of the EU institutions (https://europa.eu/european-union/about-eu/institutions-bodies_en) and their functioning is a plus.
EUVP participants should be fluent in at least one of the EU languages.
 
Eligible participants fall under one of the following categories: 
  • Politicians, such as members of national and regional Parliaments, party officials and advisers to politicians.
  • Government/Parliamentary officials. In particular those exercising responsibility in areas of special relevance to the EU.
  • Media. In particular those exercising an editorial function in areas of special relevance to the EU.
  • Academics/Think-tanks. In particular those responsible for teaching or researching in the fields of EU.
  • Civil society actors/Trade unionists (in particular those exercising a national responsibility in the field of international relations), etc.
  • The EUVP is not open for students. Participants are required to have completed their university education or equivalent training and to have been employed for several years in their chosen career/field.
Non-Ukrainian applicants should contact the EU Delegation in the country of their citizenship.
 
How are participants selected?
 
First selection of candidates (usually 4-8 people per year) is made by the Delegation of the European Union to Ukraine. A final decision is taken by a Management Committee in Brussels chaired jointly by staff of the European Parliament and the European Commission. Selected candidates will be notified in the second half 2021. The participants will then choose the dates of their study visits from a list of dates in 2022 that will be offered to them.  
 
What is the application process?
 
Please complete the following three forms and send them by email to the Delegation of the European Union to Ukraine to Ms Tetiana Zadera, EUVP Liaison Officer on tania.zadera@eeas.europa.eu not later than 15 April 2021 with following subject line: "Application for EUVP 2022":

Please note that incomplete applications will not be processed. The candidates who have not been selected will not be contacted individually; however, the Delegation will use the same means of publication as for this Call for Interest to inform the remaining candidates once the selection procedure is completed.
